Karugutu Town Council is the legally established governing authority for Karugutu Town. Created by Statutory Instrument No. 48 of 2017 under the Local Governments (Rating) Act, 2005, Karugutu Town Council operates as a lower local government within Ntoroko District. In accordance with the Local Governments Act (Cap 243), it is mandated to manage urban areas on behalf of both the District and Central Governments. Karugutu Town Council's core role is to decentralize service delivery, promote democratic participation in decision-making, and drive local economic development within its jurisdiction.
In fulfilling this mandate, the Council provides essential public services such as primary education, primary health care, sanitation, waste management, and local transport infrastructure. It is also responsible for planning and implementing development programmes, including physical planning, land use regulation, and enforcement of building standards to ensure orderly urban growth.
In addition, the Town Council exercises legislative and administrative authority through the formulation of byelaws, the collection of local revenues, and immediate oversight of public service delivery points within its jurisdiction. Karugutu Town Council manages urban systems such as markets, street lighting, and environmental health services while ensuring accountability and coordination across sectors.
